The first Oxi Day was October 28, 1940, when the Prime Minister of Greece, Ioannis Metaxas, said "NO" to Benito Mussilini's "request" that the Greeks allow him to invade Greece. (Oxi means "no" in the Greek language.) I think, however, the actual words used by Metaxas are more akin to the Greek version of "HELL, NO!"
That said, all over the world, Greek's and the descendants of Greeks, celebrate October 28th with festivals, parties and OPA!
